The “Open Skies” Treaty was signed in Helsinki on 24 March 1992  in  the context  of the OSCE meeting. Initially 27 countries participated, that is NATO Member States and former Warsaw  Pact  countries, now  numbering  34  member states. It  entered  into  force  on January 01 2002, it is of a Confidence Building Measures character and it aims to achieve transparency in military activities (inter-Atlantic) from Vancouver to Vladivostok via “air-observations”.
